99% of the people that place ofrefs on short sale properties regret that. They are huge headaches. For one thing you will make an offer and 60 days later they may come back with a counter offer. In the meantime your interest rate will have changed and your apartment landlord may be kicking you out and no one will care.But I bet a VA loan would work as well as any other loan.
You should be talking about US situation with short sales. The rules of the game are different here in Canada. They MUST respond to your offer (or the best offer) within reasonable time frame, usually 24-48 hours.
